The solution to this relative age effect in educational settings is mixed-age classrooms.
I've been researching relative age effects (RAEs) for 25 years & I've never come across a dataset which so perfectly illustrates the month-of-birth systemic discrimination which adversely affects the life trajectories of children as the Department for Education's phonics screening dataset.

The Chinese vessel Yi Peng 3 has been chased, intercepted, and boarded by Danish Navy vessel Y311 Søløven after the Chinese vessel destroyed 2 undersea telecom cables linking Finland-Germany and Sweden-Lithuania.

According to reports, the vessel sailed from Russia & the captain is Russian. 🇨🇳🇷🇺🇩🇰

4 things:

1. Land, & what’s constructed on it, over it or under it, ought to be taxed fairly & incrementally (annually) whilst it’s owned. (That includes a King’s).

2. IHT ought to be abolished because it causes aberrant behaviour & doesn’t raise much tax.

3. PAYE & CGT ought to reduce.
