It seems that ratio re-emerges with regularity. Possibly with the same chaotic results. A ratio without a supermajority to sustain it.

A referendum on PR is not necessary. Parliament is sovereign. Referendums are notoriously bad things. People just vote against whatever the government says. Preferential voting for mayors didn’t need a referendum.
