You only need heavy rail transit in this area in Baltimore, maybe a little farther east to Bayview. Outside this zone the density of people and stuff is too low to warrant it. Outer areas should be served by light rail, trams, buses, and in the case of suburban centers, commuter/regional rail

Virginia has changed a lot in recent decades and I think the bulk of the population there now firmly orients more toward New York than toward Atlanta as a result of the economic pull of and infrastructure ties to DC as well as there just being a whole lot of fuck-all between Richmond and Raleigh

I think America has a lot of regiopolises. When I was thinking about this earlier, one that really came to mind was Syracuse. Syracuse is way bigger than a town. But does it meet the Honolulu threshold? Not even close. Syracuse is a regiopolis, the hub of Central New York.

There is a concept some German profs came up with in the 00s called a regiopolis. Rostock took to the idea of being a regiopolis. Charleston is not a city to my way of thinking but I think regiopolis would fit. It's an important regional center, smaller than a city but bigger than a town.

Charleston is a town. It's a smaller place than Lancaster, PA but the South is so devoid of large-scale urban life that people treat a decently sized town with pre-war fabric as if it's San Francisco. The north has scores of these. It's just Frederick, MD with better PR
