I'm sure there are resources out there that help you be strategic about it.
But like writing a cover letter to a job, there's not really a one size fits all solution.

Unfortunately, not a question I can answer! I specialize in helping self-published authors with various areas of production, and non-fiction authors pitch to conferences.
However from personal experience exploring publisher/agent guidelines, there isn't one as they all ask for different things.
