Whoa lots going on here and I’m jumping in late. Also switching gears, who made it a provincial responsibility. Was that not because the Feds designated it a provincial authority and could then take it away? To me similar to human rights, how can prov have different human charter rights than Feds?

The consequences aren’t severe enough or enough of a deterrent. After a certain $ value there needs to be a loss of control of healthcare (ie transferred from provincial to federal). Control is the only thing that motivates them. Threaten that &it will change behaviour. Money only penalties will not
