That might work, but my impression is that base jumpers are often on the lawless side. My cousin was involved in a rather spectacular airplane stunt that did not have proper permits. His cousin said they had them, but didn't. I think he lost his pilot's license for a year.

It's not just about the potential for a splat landing. There are a lot of trees in Yosemite. Parachutes, etc can get hung up in trees. Finding/rescuing someone hung up in a tree could well be time consuming, expensive, and unsuccessful. A rock climber who falls would be relatively easy to find
