Yes, it is true that this has happened and have heard it from city electeds when considering zoning reform. But even if that does happen, it's worth having this tool to prevent downzoning. The current Scottsdale city council would have immediately jumped on it if prop 207 didn't exist.

6000 SF is a common min lot size in Arizona. So 1500SF minimum lot size would allow for a neat lot split four ways. For more context the bill was supposed to cover infill when it was originally conceived but now only applies to greenfield as a result of negotiations.
