This would need to be answered on a case by case basis, each is different. If I were mayor and my constituents were being roughed up and detained by assailants without valid warrants, yes.

There are good people in every US city. And state. They're simply not all loud. Especially over stupidities like political divisiveness. It's destructive, not productive.
I left TX for CA years ago, there are good people in both states, but laws in one I won't raise a family, under.
