The Indiana legislature joined the U.S. government in casting professors as the enemy by passing several pieces of legislation limiting access to higher education in Indiana. The only interpretation is that Indiana state legislatures do not believe that your children deserve access to a world class college education in Indiana. A college degree is still the surest path to achieving the American Dream. The government’s own data show that incomes are higher and unemployment rates are lower as education increases. The average weekly income for someone with a Bachelor’s degree is $1,543 and $1,099 with an Associate’s degree. People with a high school diploma earn, on average, $930 per week. These sizable income differences mean people with college degrees are much better able to buy homes, pay taxes, and spend money in the local community. Higher education is a good investment for individuals and the government. The state legislature, however, has cut funding to higher education by 5%. This is perplexing considering that on some level, they understand that investing in college is important. They changed the law in 2024 so that low income Hoosiers are automatically enrolled in the 21st Century Scholars program, which pays for their college education. Why would the state legislature expand access to higher education in 2024 and then restrict it in 2025? The legislature has decided that they know best how to run a college. They snuck in legislation at the last minute that requires all public colleges to eliminate degrees based on graduation numbers -- numbers that are both arbitrary and fail to take into account the size of school or the needs of the region. They appear to believe that some degrees are only valuable if they produce large numbers of graduates. However, we need all kinds of people to do all kinds of things. We need teachers, nurses, business people, journalists, chemists, social scientists, and artists. We need them all. It takes a lot of people doin…

SECTION 248. IC 21-18-9-10.7 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2025]: Sec. 10.7. (a) For each state educational institution degree program, if the: (1) average number of students who graduate over the immediately preceding three (3) years is fewer than: (A) ten (10) students for a particular associate degree program; (B) fifteen (15) students for a particular bachelor's degree program; (C) seven (7) students for a particular master's degree program; (D) three (3) students for a particular education specialist program; or (E) three (3) students for a particular doctorate degree program; and (2) state educational institution would like to continue a degree program described in subdivision (1); the state educational institution must request approval from the commission to continue the degree program. (b) If the commission does not grant approval under subsection (a), the state educational institution must eliminate: (1) the degree program; and (2) any costs associated with the degree program.
