Obviously Trump did this. But perhaps the 2021-2 Democrat-controlled congress could have taken back some of its tariff-levying powers? After 2017-2020, they could have decided it wasn't wise to give up one of Congress's core Article 1 authorities to the President?

I have mixed feelings about this. First, the violence and intimidation will not be limited to this. This is from the fascist playbook and it will not stop here. However, these people enabled this and should suffer as a result of their selfish choices.
