To put your mind ar ease - and since I seem to have too much time on my hands - the map is part of EEB study from 2020 called Boosting Ecological Restoration for a Wilder Europe and uses data (or perhaps the whole map) from another study from 2014.

Tbf Belarus, Moldova, Ukraine and Russia have the same issue. Also North Africa. It could be older data for EU members before Croatia joined (and before Brexit ig) but it seems to still acknowledge its membership by giving it thicker borders.
