What do you imagine a barrel of dilbit would fetch in Shanghai? Maybe $50 US per barrel? After shipping costs. And the shipper wants to pay to build a pipeline to Prince Rupert, and then pay to send it by tanker to China? The market (quite reasonably) is not interested.

I walk regularly in downtown Edmonton. People tell me I should be concerned about the "street people" I tell them the only threatening behaviour I see is from half-tons running yellow lights.

Somebody in the UCP believes that the province must be free to impose warrantless searches (section 8) arbitrary detention and imprisonment (section 9), and suspension of the presumption of innocence and the right to a fair trial (section 11). Looks like dictatorship to me.

Keeping more accused persons on remand will result in soaring costs for the provinces. My ball-park number for Alberta to jail an additional 1000 inmates would be capital cost of about $1.5 billion over 10 years (to build new jails) plus annual staffing and maintenance costs of around $200 million.
