In the US, Canada, and UK, Psychologists are PsyDs and the ones that do hour-long therapy sessions and Psychiatrists are MDs that prescribe medication during 15-minute sessions.
Only Psychologists are qualified and allowed to do testing.

I feel like the same is true for Psychologists, because scripts always call them psychiatrists when those are the prescribers that don't do therapy.

It was decided that the two hulls under construction would be retained as testbeds for new technologies, rather than decommissioning or refitting to the new Ambassador spaceframe being designed. The second hull was launched by Starfleet as the USS Avenger and eventually commissioned as NCC-12060.

This new layout became known as the Ambassador Class, and in addition to the USS Ambassador, one of the subsequent ships was the USS Enterprise NCC 1701-C.

Originally intended to be the first two ships of Excelsior-class replacements, delays, and difficulties in fabricating the uniquely curved spaceframe led to a call to redesign the remaining Ambassador hulls in 2322 to a simplified layout more easily mass fabricated in Federation shipyards.

The fictional USS Avenger is squarely set in the midst of this, commissioning as one of a pair of testbed proto-Ambassador designs by Captain Andrew Probert and launched in 2322.
