What still seems really weird to me as well (though I havent read everything yet) is this:
GJ found probable cause on 2 out of 3 on the original indictment, but the version delivered to the Court says they did not find PC on *any* of the three.

Even if you stipulate that this decision is right, this seems like an absolutely *wildly* general way to write the QI sentence:
So, a responding officer could walk up to a 12 year old kidnapping victim and beat the shit out of him *himself* and he'd get QI until some court decided that went to far?

I know. That's what I was reacting to. Their summary of it makes it sound like Truman just unilaterally decided to overhaul the White House (a la Trump with the East Wing).
Nothing could be further from the truth. The White House was deemed unsafe to occupy and gutting / rebuilding was mandatory.

Does "regular forces" encompass local law enforcement so the argument against is that if local LE could maintain order, federalized NG deployment is blocked?
