I think this means, contractually, you're obligated to do a ranking of electoral systems.

What I'm saying is you'll have to rank ranked ballots.

Not wanting to be American is a shockingly unifying Canadian sentiment. I also feel like the solidarity is more Canadian to Canadian rather than to the government? It's been encouraging in some ways.
