Yes, FEMA has agreed to provide funding but Florida is expected to front the costs, estimated at $450 million annually to operate, and then submit reimbursement requests to FEMA, but a 7/3 court filing by the U.S. Department of Justice stated that Florida had not yet requested federal funds

I haven't read the The Dutch House, but I did read Tom Lake, which I enjoyed, although not as much. Hang in there, it might get better for you. Another book I truly enjoyed was All the Light You Cannot See.

So, this would eliminate almost half of the voters, regardless of affiliation. I'm missing something here. And more D's have passports than Rs, According to a 2021 Economist/YouGov poll, 38% of Republicans and 41% of Democrats hold valid, unexpired U.S. passports, showing no significant party gap.

The link doesn't take me to this specific regulation. Regardless, it's incredibly stupid as approximately 51% of voting-age Americans have a valid passport, based on recent data indicating that 171 million valid U.S. passports are in circulation out of a voting-age population of about 258 million.
