Additionally, 9 of the 33 states that would be affected by the penalty have laws that automatically end expansion or require changes if the federal match rate drops, meaning the provision could result in funding and coverage losses for the entire ACA Medicaid expansion in these states

The federal Medicaid match penalty for expanding coverage to immigrants, including lawfully residing children and/or pregnant women, could shift $153 billion from the federal government to the 33 affected states and DC over the next 10 years

14 states + DC use state-only funds to provide health coverage to children regardless of immigration status, with 7 states + DC also covering some adults

These programs fill gaps in coverage for immigrants who remain ineligible for federally-funded coverage

5. Immigrants use less health care and have lower health care costs than people born in the U.S. Immigrants also contribute to the economy through their role in the workforce, including health care, and tax payments.

3. Emergency Medicaid makes up less than 1% of total Medicaid spending. Emergency Medicaid reimburses hospitals for emergency care provided to individuals who meet other eligibility requirements but do not have an eligible immigration status. Without it, costs would shift to hospitals or states.

2. Immigrants under age 65 are less likely to be covered by Medicaid than their U.S.-born citizen counterparts.

Mass deportations could also negatively impact the U.S. economy and workforce given the role immigrants play, particularly in certain industries, including health care.

Increased fears under the first Trump Administration also led some families to avoid enrolling lawfully present immigrants and citizen children in health coverage and to seek care.

Despite efforts by the Biden administration to reduce these fears, @KFF survey data show they persisted as of 2023.

In yesterday's exchange with Sen. Alsobrooks, Robert F. Kennedy, Jr. suggested that Black people have different immunity than White people. As I write in a new @kff.org QuickTake, the idea of biological differences by race is disproven and has harmful consequences.
