I'm sorry, is the dept of gov efficiency running this organization??? Using their own numbers:

1300 apps
10-30m/app to vett
= max 650hrs
w/ 10 volunteer staff, this would take about 8 days

How long did it take to decide on the new process? To consult experts, as they claim? To verify results?
