The cared-for person must be in receipt of certain benefits (inc PIP) for an unpaid carer to receive Carer’s Allowance. So, PIP can be claimed by a disabled person, and a family carer can claim Carer’s Allowance (around £83 per week) if they provide unpaid care for over 35 hours per week.

I have emailed my but no reply to date, they didn’t sign the letter of concern, and nothing about it on their social media. They are Labour. Let’s see what happens.

If they had someone who could be a family carer they may get carers allowance. But if they need a paid carer (who does it as a job), carers allowance doesn’t come into the equation. In that instance, they may have to make a financial contribution to have a paid carer, & PIP can help pay for that.

PIP isn’t means tested as you say, but you do also know that people choose whether to apply or not. So ‘wealthy’ people don’t have to receive PIP, it’s their choice to apply for it.
