Terry Martin has written a lot about Soviet-era nationality policy. Edward Thaden's "The Western Borderlands of the Russian Empire, 1710-1870" is good for historical context. Kseniya Oksamytna's Imperialism, supremacy, and the Russian invasion of Ukraine" is a Ukraine-specific analysis.
