I want everyone to flip out over this proposal to give the mayor a $46,000 raise. I completely agree that our elected officials should be well paid. But people tear their hair out over council pay, so we need to bring that same energy to this one.

You aren’t going to believe this. But there’s an important distinction between detaining someone as a law enforcement action in an interdiction and summarily killing them.
If the US Coast Guard stops a ship in international waters and seizes their cocaine, is that a war crime? The ship has not done anything illegal. Should we prosecute the Coast Guard Captain for piracy?

To put a finer point on this whole thing: "Two people with direct knowledge of the operation" — presumably uniformed military leaders — are accusing the U.S. Secretary of Defense of personally ordering specific war crimes. That's a historic accusation.
