Simply inexplicable that any agency would corrupt employee email accounts. Sure, the agency owns the accounts, but sending a message seemingly from an employee goes against so many rules.

No dispute with your analysis, I agree more intense localized precipitation (while other regions become drier) as the atmosphere warms. In a short temperature range, it's linear: 7% more water per deg C. In general, it's not.
