Hey, "the cost of doing nothing" is my line. In Multnomah County, we are spending $500 million on telecommunication services EVERY YEAR. The high-ball CTC feasibility study estimate was it would cost $950 million (ONCE) to own our own network. #OwnDontRent

The primary basis for any price regulation should be the cost of providing the service, not the depth of the customers wallet. Subsidies to ensure service to those unable to afford the cost should be payed through progressive taxation, to punish society for failing to lift everyone up.

OPB has a $17 million surplus over the last two fiscal years, according to their 990. www.opb.org/pdf/OPB%20FY... Part I, line 19. Please, give it to someone else like Street Roots or KBOO (whose entire budget is less than what OPB pays their CEO).

Proportional representation or multi-member districts get rid of the arbitrary line drawing altogether (at least at finer granularities). Fwiw, I also like a US House with the same population/rep ratio (~33k/rep) as in 1792 (~10k members), fixing Electoral College too. #GonnaNeedABiggerBoat
