Inhaltlich wäre es gut für Deutschland, wenn Schwarz-Rot den grünen Vorschlag zur Sicherheits-Ausnahme von der Schuldenbremse aufnehmen würde:
"Gesamtverteidigung + sipo-Aufgaben" :=
1. Verteidigungsfähigkeit inkl. Dienste, auch kollektiv (EU!)
2. Ukrainehilfe, Stabilisierung
4. Zivilschutz/Cyber

Of course, it's not easy to do. (Donors think it's not cheap, either, but that's a misunderstanding: if you don't invest in targeting your investment well, all of it is much more likely to be ineffective -- so a few percent of the total spend for good targeting is a steal!) 5/8

If we don't know these things, the risk is high to do harm or be useless. Conversely, donors that managed to feed reliable, actionable analysis even from remote spaces where violence takes place into adaptive programs reaped 4 kinds of benefits: (4/8)

NEW LAUNCH: War is political & all politics is local. To intervene, we need to know the politics: who calls the shots in the village, why do people do what they do?

Yet a lot of violence is in remote, inaccessible areas where it it is difficult to track anything.
