I think this might be of interest to organisations like @familiesforsafestreets.org to help quantify issues and monitor interventions to prove if they are having the desired outcomes.

I have to admit I have some interaction with Network Rail's community engagement team in my area of London and have found them individually helpful (within the scope of such a bureaucratic organisation), so loathe to accuse all.

You are probably right that those who actually chose this agency may have been aware of this approach and are also responsible, but we've seen more agencies doing such underhand (particularly political) work and there ought to be a way to address this aspect (e.g. a role for industry certification)
