my take is that Republicans would never have folded. It's disappointing that Democrats yielded, but as the minority they would lose eventually. Maybe this way the American people will be basically "what shut down?" after Thanksgiving, and all the unreported bad economic news will be on their mind

(Non-expert) They definitely can get census data about the income levels of residents of the area around a franchise- they probably do such research prior to establishing one. They could be basing this on sales at at low income and high income franchises even without tracking people.
