Update: Internet connectivity in Vanuatu has increased slightly since yesterday. According to reports, the electricity network has sustained significant damage.

Currently, no countries in the Pacific, outside of AU, NZ, & NC, host any significant amount of popular content (Top 1,000 websites) in-country.
It is not sustainable for every country to host content. But it is beneficial if some key hubs, like Guam.
Content closer to end users = faster access.

The reason:
Guam has the most number of subsea cables connecting to it per capita than any country in the Pacific.
This provides them an opportunity to be a content locality hub. Hosting content in-region or in-country increases Internet quality and performance considerably.
