Why did the U.S. insist Ukraine’s nukes go to russia instead of being destroyed or transferred safely to the U.S.?

On a first photo rescuer in Dnipro today, taking a break. Russia bombed Dnipro with missiles wounding 27 people and killing 4. Attack hit four apartment buildings , a school , car service and a charity organisation’s warehouse. Tomorrow is announced as a mourning day in Dnipro , city mayor said.
