I suspect it's the rolling shutter effect coupled with a coincident camera movement. It reminds me of Jacques-Henri Lartigue's iconic photo from the 1912 French Grand Prix shot with a focal plane shutter camera.

I do like your second choice. Elm Street is tucked away within the grid of Minneapolis and is both commercial and residential. Its sections are parallel yet separate, not unlike our own wake & dream states.
