I just went through and proactively ordered them for pretty much everyone in my contacts list whose address hadn't yet reached the maximum limit.

Malicious compliance: Start misgendering the people who set this policy. I hope somebody involved has a name that doesn't say their gender obviously or points to the wrong one.
