It wasnt LLMs, it was a generated image texture. While it seems like this was the only one found, it gives me the feeling they might have used genAI in other parts of game, which is lame! Why have your art direction dictated by an algorithm instead of one of the competent concept artists on the team

When you look closely at the phrasing of their actual policy, it seems like its more to cover themself if a game is generating "illegal content" which to me is code for CSA. It seems that as long as the game's genAI use isn't doing that, Steam doesn't care. This is my own speculation on the matter.
