There's also some classic passive voice usage in this headline and article - and there's evidence suggesting that this kind of framing really does influence who readers will blame for car crashes. From Right of Way by Angie Schmitt (2020):
"These kinds of reporting conventions influence the way readers perceive the problem. Goddard and her colleagues' 2019 study used thirty-five thousand randomly selected adults to test the way different framing and linguistic choices in news stories influenced the way readers assigned blame in pedestrian fatalities. The research team found that when the pedestrian was centered in the description of events—"Pedestrian struck and killed on east side"—readers were 30 percent more likely to blame the pedestrian than when the driver was centered—"Driver hits, klls pedestrian on east side." In addition, readers who were exposed to articles that had a "thematic" framing, as opposed to centering on individual behavior, were 150 percent more likely to blame "other factors," such as road design. "The point of this wasn't to say we should just blame drivers outright," says Goddard. "The point was to just show that not only is this (continued in next image) framing pervasive; it affects people's perception. It's one complex piece of why people don't view this as a public health crisis in the way we do other things.
