Fun fact, for my English-speaking followers: In Spain, a court ordered that ISPs must block like half the Internet whenever a football match is going on, in a pathetic and failed attempt to block football piracy websites. Today, this included the Linux Mint website.

Valve isn't nice or your friend, its just that no one has a gun to their head demanding they meet some made up growth goal every year or else. So they just do what works and makes money with as little risk as possible. Like a normal fucking business.
