In Mexico it’s attributed to a Mexican chef and then supposedly carding claimed it as his own, go to Wikipedia and switch it to Spanish and you’ll see the newspaper clippings from that time

So this one always bothers me because Mexico is spending an absurd amount of money to stop migrants at the southern border where an insane amount human rights abuses are happening in the refugee “camps”
