As someone whose job entails releasing redacted records, she can simply cite the government code that directs that info be withheld. No real detailed explanation need be provided. Records professionals know how to obfuscate by making you do the work to research the code and figure it out.

As someone in a similar situation I know that it’s there whether the Dr tells me it is or not. And I’d rather find out earlier than later. I can gain either more time to battle it or more meaningful experiences in the time I have left.
