100%. I also taught cw for a couple years, and outside of giving them assignments to encourage them to try out specific forms (sonnet, microfiction, etc.,) peer review was the only kind of feedback we practiced.
My feedback was limited to whether they followed the conventions of the form or not.

off topic, but I had a creative writing teacher do this with OUR work, and then spend multiple class periods reading her unfinished romance novel to us to show us what Real Creative Writing looked like.
