Very unlikely. For the extremists governing Israel, colonizing the West Bank and East Jerusalem is an irrevocable divine right. They don't want any peace that could interfere with their goals.

Europe has already reduced pollution and would like to do more. However, it cannot save the world alone, and it would be senseless to ruin itself for a marginal result.
