I'm also in the industry and seen it happen plenty of times. Skills available locally but instead it's outsourced to a company who provides it cheaper by bringing people in on a visa that they can threaten to remove sponsorship

Generally done on jobs where there are restrictions on running offshore

This seems... bad? So even if we reduce our emissions by ~15%, CO2 concentration will still increase at the same rate because our carbon sinks aren't absorbing as much carbon?

And we haven't even started reducing emissions yet!

Reps will keep their word, they don't need to lie.

Dems asked for nothing and reps will give it to them. They will vote in the senate, it will fail, and even if it passes it won't get a vote in the house and even if it does it won't pass and even if it does Trump will veto.
