I took this a bit farther and looked a few cities specifically focusing on bus efficiency. St. Louis and Cleveland are very similar cities in terms of population, rust belt decline, etc., but also in terms of their modest "metro" systems. CLE slacks on rail ridership, but has larger bus ridership

Yeah, combine this with the missing Northside drive into one route.

I know this doesnt line up into a full loop. Something about the 1,12,14 could be swapped around.

Maybe the 1 stays on JEL, but becomes a loop, new line on NSD?

(Also should go on Hill, not Grant. too lazy to redraw)
