Oh no I agree! I think the reason he isn't shocked is because he doesn't think that is the same person he shot, just some sort of embodiment of the Hexcore trying to mimic Viktor.
But, also, Arcane definitely needed more air time to actually explain these things as well. There is that.

I have a theory that he doesn't think that is Viktor, based off of the words where he says "My partner died in this room" as well as him saying "everything you did, you did on your own" (both paraphrased). I think he thinks that Viktor was truly gone and that what he was facing was the hexcore.

What if... what if I wrote a chapter to my post canon modern AU that is just a soft day out during a rainy fall day where, maybe a year after they arrived and have started to heal, they have a quiet little date to the library and sit in the cafe for lunch, all inspired by this art?
