It gets worse... The Innovate Act wants to limit a company to a single P2 application submission per year, and two P1 applications. Not awards, but applications... which are mostly not funded. They also want to cap the number of submissions by a PI to a painfully small number. It kills the program.

I'm particularly interested in what the new SBIR/STTR omnibus language will be, which I hope will still be released. The SBIR/STTR program has not been reauthorized yet and new funds are frozen. Are you able to provide any updates on that matter? I can find nothing.

The DOD is the big dog in this fight. From what I understand, the SBIR program re-authorization might be rolled into the DOD funding package. Who knows. The NIH omnibus has not been re-issued, and the January 5 submission date is quickly coming up. I expect additional chaos.

"Peer review meetings that were scheduled to take place between October 1 and November 14 have been cancelled and will be rescheduled, details to come." Council meetings will also be rescheduled.

I'm not sure what peer review looks like for the DOD, but you are absolutely correct that the DOD's SBIR/STTR program is driving the whole program.

So, I hear that review panels this week are being cancelled due to the shutdown. But, no word on what actions will be taken moving forward (i.e., rescheduled, reassigned, deferred, or forcibly withdrawn). Anyone hear anything?
