Found it!! It was this weird little parody anthology, mostly funny animal characters - you had a Ninja Turtle-style thing, 80s action thing, I'm pretty sure there was some kinda barbarian comic etc. And filled with some incomprehensible comics infighting that I ate up

Definitely looks like a bad upscale or "clean" of a low-quality video, yeah. A very similar ad featuring the same burger I saw in a Guardian article is lower-res and crunchy but features more detail; that Youtube video was probably upscaled from a low-res video like this using an old upscaler.
