After removing that setting and testing two computers one still needed a password, after entering the TAP during OOBE, and then it prompted for the TAP again. No reboot found in event log. The other did reboot because change to start menu. (hide hibernate)

I had a policy set to disable preview builds. I assume that’s what caused this issue. But the policy was assigned to users, not machines. I removed that. Testing today to see if it resolves the issue. This is breaking TAP login.

That's funny, mine is also caused by "ManagePreviewBuilds" just as the blog mentions

Funny because Microsoft apparently decided to make block the default and we had a bunch of pissed over users that day.
