IMO, I think the decay began immediately after the financial crash of 2007/8. Huge taxpayer bail out followed by austerity, then the false promises on the side of the brexit bus. Britain political classes have a lot to answer for.

I'm not too sure this would fly. Many would argue that stamp duty is a form of CGT and would be asking people to pay a tax twice on their property.
