Cursory search gets me:

You had previously looked at the ratio of the cost of the city's RCMP contract to the tax revenue from rural rate (as a proxy for the RCMP service area in HRM).

Rather than using rural rate shortcut, could you calculate the revenue from all properties from within the RCMP service boundary?
