Just a thought, because they removed the scrum option from a free kick to try and quicken the game up and improve the spectacle, this would potentially achieve that too, although yes I do accept that teams with a weaker scrum (everyone outwith the Boks 😂) would benefit

A better potential law change in my view could be to create a maximum number of times a team could opt for a scrum when they have a penalty
