Incorrect how? Environmental law has for decades insisted on mitigating or avoiding damage before starting building. The only people who tend to oppose this are tories or, in america, republicans.

Important context. But also the free school meals didn't go far enough, the retaining the two child tax was awful, the original plan to remove disability benefits was out of a tory wetdream and the repeated attacks on trans people is very tory. The most left wing gov created the nhs and taxed high.
