That sounds about right. But I think the process should run to its full extent. So refusals should be made and defended etc. And I think tax is for such processes so the argument that they are defending the tax payer by letting things slide and avoiding the full process is an error.

Well the story behind lines like that is age old - it is one of multiple and competing priorities, low resourcing, and inadequate institutions. The line is an offset with a patina of realism.
