Its not one or the other.

Trump is so removed from the day to day goings on of his toadies, I doubt he told Witkoff to go to the Russians and say "just flatter Trump endlessly, and he'll agree."

But Trump won't admit he's out of the loop and is easily manipulated, he'll ratify after the fact.

Xi knows now is the time to get THE concession on Taiwan, Trump doesn't care but still has the power and sway to defend a bad (for US and Taiwan) deal, at least with the Republican Congress.

That window is closing soon, certainly by the midterms if not before.
