Probably not even to fund more cops, just to have more money sitting for unfilled positions that existing cops can raid for 1.5 times overtime.

Instead of celebrating the exploding whale, we could be saying we expect ODOT, formerly the Oregon Highway Division, to blow up the whale because they are unwilling to change the way they do things when confronted with evidence that it doesn't work (like widening highways to reduce congestion).

This is also happening in North Portland (especially north of Lombard). I don't blame the people living in the tents and RVs, I blame the "sweep first, figure out if it works later" approach that the Mayor is taking on this.
